USA - Consulting - SDC - Government & Infrastructure - Risk - Process & Controls - Associate Analyst

Will you shape the future or will the future shape you?

The opportunity

From strategy to execution, the Government & Infrastructure (G&I) practice of Ernst & Young LLP provides a full range of consulting and audit services to help our Federal, State, Local and Education clients implement new ideas to help achieve their mission outcomes. We deliver real change and measurable results through our diverse, high-performing teams, quality work at the highest professional standards, operational know-how from across our global organization, and creative and bold ideas that drive innovation. We enable our government clients to achieve their mission of protecting the nation and serving the people; increasing public safety; improving healthcare for our military, veterans and citizens; delivering essential public services; and helping those in need. EY is ready to help our government build a better working world.

The Service Delivery Center (SDC) is made up of high-performing, US-based resources who work closely with our experienced professionals to deliver project-based work and managed services to our government clients. The SDC is a core component of G&I. SDC Risk teams work hand in hand with client-site G&I Risk Consulting teams: consulting teams lead the client relationship and overall engagement, and SDC teams deliver repeatable, high-quality execution to agreed procedures, quality standards and service levels.

This role is part of the SDC Risk team aligned to our Financial Risk, Financial Crime & Grants team. The team carries out the recurring work behind government organizations' payment-integrity, fraud-prevention, financial crime compliance, financial-risk and grants programs at the federal, state and local level, including state-administered programs such as Medicaid, unemployment insurance and SNAP: improper-payment testing and sampling; routine review of system-generated alerts within defined procedures; grants operations such as application intake support, recipient and subrecipient monitoring, and reporting on the EY Grants Accelerator platform or client grants systems; and recurring financial-risk and program-integrity metrics reporting.

In this position, you will contribute to our clients' payment-integrity, fraud-prevention, financial crime compliance and grants initiatives by carrying out defined engagement tasks and managed-service activities. This is a delivery career path. You will build deep, hands-on expertise and grow toward Senior Analyst and Delivery Manager roles or deeper specialization.

Your key responsibilities

  • Carry out assigned engagement tasks to defined procedures, timelines, quality standards and service levels (SLAs and KPIs).
  • Perform improper-payment and payment-integrity testing on sampled transactions against defined test attributes, and document results to working paper standards.
  • Perform routine review of system-generated alerts against defined criteria and procedures, document dispositions, and escalate complex or suspicious cases for further review.
  • Pull, clean and analyze program and payment data using established queries, rules and analytics routines to flag anomalies and trends for review.
  • Support grants operations, such as application intake and eligibility checks, recipient and subrecipient monitoring, financial tracking and reporting in the EY Grants Accelerator or client grants systems.
  • Support fraud risk assessments by compiling process information, fraud risk inventories and control mappings.
  • Build and refresh recurring payment-integrity, grants and financial-risk metrics reports and dashboards.
  • Maintain evidence and documentation, and protect sensitive data and PII in line with engagement and client requirements.
  • Use EY-approved AI and automation tools to improve the speed, accuracy and consistency of repeatable tasks.
  • Track your progress and raise risks or issues promptly to your Senior Analyst and engagement leads.
  • At the Analyst level: review the work products of Associate Analysts and help onboard new team members.

Skills and attributes for success

  • Intellectual curiosity and a strong sense of professional skepticism
  • Attention to detail and pride in producing accurate, consistent work the first time
  • Effective teaming and collaboration with individuals from a variety of backgrounds and skillsets
  • Understanding of fraud-prevention, payment-integrity and grants compliance concepts, such as improper-payment categories, fraud risk indicators, and the Uniform Guidance (2 CFR 200) and comparable state and local grant requirements
  • Strong quantitative and data-analysis skills, including working with large data sets (e.g., Excel, SQL, Python or SAS)
  • Sound judgment and discretion in handling sensitive and personally identifiable information (PII)
  • Knowledge of how to effectively leverage firm approved AI tools to enhance problem-solving and productivity and the ability to exercise sound judgment around AI-related risks and considerations
  • Ability to assess and articulate the evolving risks that AI presents to clients across multiple risk domains, including AI-enabled fraud schemes such as synthetic identities and deepfakes

To qualify for the role, you must have

  • A bachelor's degree with an emphasis in Finance, Accounting, Economics, Mathematics, Statistics, Business or Data Analytics, Public Administration or a related field.
  • Associate Analyst: up to 1 year of experience in payment integrity, grants administration, compliance, claims or benefits review, financial analysis or data analysis, or a demonstrated ability to learn and perform the role. Analyst: a minimum of 2 years of experience in payment integrity, grants administration, compliance, claims or benefits review, financial analysis or data analysis.
  • United States citizenship and the ability to obtain and maintain a public trust clearance or higher (some engagements require Secret).
  • Strong communication skills, with the ability to analyze business, financial or technical information and help solve problems.
  • Flexibility and ability to work with a nationally distributed team.
  • Proficiency in MS Office (Word, Excel, PowerPoint, SharePoint), and the ability to become proficient with Tableau or Power BI and Visio.
  • Ability to meet tight deadlines and follow up on open issues.
  • Flexibility to travel up to 20%.

Ideally, you'll also have

  • Progress toward a relevant certification such as CPA, CFE, CAMS, CGMS or CGFM.
  • Experience with analytics and visualization tools (e.g., SQL, Python, R, SAS, Alteryx, Power BI, Tableau).
  • Exposure to payment-integrity, grants administration, claims, benefits or eligibility review processes, including for state-administered programs such as Medicaid, unemployment insurance and SNAP.
